New Jersey Work Incentives Network Support

Helping Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) beneficiaries understand how working affects Social Security benefits so you can make informed decisions and move forward with confidence.

Connect with a Certified Work Incentives Counselor (CWIC) to make informed decisions, explore work opportunities, and move toward greater financial independence.

Eligibility

Social Security Beneficiaries (SSI or SSDI) ages 14+ who are considering work or already working

Service Location

Offered to residents of all New Jersey counties except residents of Bergen, Essex, Hudson, and Union

What the Program Offers

  • Individualized benefits counseling
  • Help understanding how employment impacts SSI/SSDI and health benefits
  • Planning support for transitioning from cash benefits to earned income
  • Assistance in maintaining health coverage
  • Support for increasing work efforts while safeguarding benefits

Who Can Participate

SSI & SSDI beneficiaries between the ages of 14 and retirement age who are interested in working or already working.

Services are prioritized for individuals in the following categories:

  1. Individuals working, self-employed or about to start work full-time.
  2. Individuals working, self-employed or about to start work part-time.
  3. Individuals with a pending job offer.
  4. Individuals with recent (within 30 days) or upcoming/scheduled job interview(s).
  5. Individuals who are currently receiving services from State Vocational Rehabilitation (VR)*, Ticket to Work Employment Network (EN), other vocational program and/or with a serious intent to work.

Why NJWINS

NJWINS is a Work Incentive Planning and Assistance program funded by the Social Security Administration. Our goal is to help people who receive SSI or SSDI make informed choices about work, and to support people who are working to increase their financial independence.

NJWINS services are free for eligible individuals and do not require a referral.

About NJWINS

SSI beneficiaries will learn that working to their fullest ability generally increases their total monthly income, and that losing an SSI cash benefit does not necessarily mean losing Medicaid coverage. They will also be taught how to use the following Work Incentives:

  • 1619a Earnings Formula
  • 1619b Medicaid
  • Student Earned Income Exclusion
  • Impairment Related Work Expenses
  • Blind Work Expense (BWE)
  • Plans for Achieving Self Support

SSDI Beneficiaries will learn that only work can create an SSDI account and only work can change or stop the receipt of SSDI benefits. SSDI Beneficiaries will be taught to use the following Work Incentives:

  • Trial Work Period
  • Extended Period of Eligibility
  • Impairment Related Work Expenses
  • Subsidies
  • 3 Month Grace Period
  • Extended Medicare
  • Expedited Reinstatement
  • Initial Reinstatement Period

Both SSI and SSDI Beneficiaries will be taught about the following:

  • NJ WorkAbility Medicaid Buy-In Program
  • Continuing Disability Reviews
  • Ticket Usage
  • Employment Networks

How It Works

Step 1: Contact a Certified Work Incentives Coordinator
  • Any letters you have received concerning your SSI, SSDI, Medicaid or Medicare
  • At least one month of paystubs
  • A recent bank statement

Your Community Work Incentives Coordinator will also request that you fill out a consent form so that he/she can find verify the information that SSA has on your case in order to construct a Benefits Summary and Analysis Report, which will give you a detailed account of the present status of your benefits and the Work Incentives that are available to you to protect your cash and healthcare benefits, while beginning, continuing or augmenting work efforts. You may elect to use some, none or all of these Work Incentives, in Step 4.

Your Community Work Incentives Coordinator will meet with you to construct a Work Incentives Plan based upon the Work Incentive options provided in the BS&A Report, provided in Step 3. This report will provide you with step-by-step instructions as to how to establish and use those to instruct you on future Work Incentives you choose to use, so that you can protect your benefits for as long as you need them, while starting, continuing or augmenting work.

Your Community Work Incentives Coordinator will also remain available to you for future contact to assist you with resolving any future issues or updates to your plan.
